How We Execute

The Development
Process.

Every deal moves through the same disciplined framework — from sourcing through stabilization. Systematic, repeatable, and built around the specific incentive and municipal dynamics of Northern New Jersey.

01
Phase One — Pre-Development

Source

Relationship-driven deal sourcing through established municipal channels, RFPs, off-market broker relationships, and community intelligence built through two decades of presence in these markets. Every site evaluated against our deal criteria before diligence resources are committed.

Municipal channel sourcing Off-market broker relationships RFP monitoring and submission Site identification criteria Deal screening and go/no-go Preliminary incentive eligibility check
02
Phase Two — Pre-Development

Underwrite

Full pro forma from gross potential revenue to NOI. Cap-on-cost, DSCR, and equity waterfall modeled against conservative assumptions. PILOT, LIHTC, ASPIRE, and HUD/HMFA financing underwritten from day one — not layered in after initial analysis. Deal-specific construction cost modeling by our contracting arm.

03
Phase Three — Entitlement

Entitle

Direct municipal engagement on zoning, land use approvals, and entitlement strategy. Our established city-level relationships are designed to support the entitlement process and reduce regulatory timeline risk. Zoning, title, and environmental diligence completed before capital is committed.

04
Phase Four — Financing

Incentivize

PILOT agreement negotiation, LIHTC application, ASPIRE credit application, and HUD/HMFA financing structuring. Capital stack formation: LP equity, mezzanine, construction financing, and public incentive layering assembled around deal-specific return targets. LP investor outreach and PPM preparation.

05
Phase Five — Construction

Build

3D-led construction execution, structured per project. Our team manages permit coordination, architect of record, engineer coordination, subcontractor bidding, scope management, and construction execution. Construction margin is captured where 3D self-performs. Target build timeline: 14–20 months for 21–60 unit low-rise multifamily.

06
Phase Six — Asset Management

Stabilize

Lease-up, stabilization, and long-term asset management or exit. Workforce and affordable housing units underwritten for conservative lease-up timelines. Stabilized asset refinanced for LP return of capital or held for long-term cash flow per the deal structure. Exit defined before capital is raised.
