Market Screening / Sourcing
Every pursuit moves through the same structured evaluation before capital is committed. This is not a checklist — it is how we decide whether a deal deserves to exist.
Workforce households earning 60–120% of AMI in Northern NJ face a structural housing gap. Market-rate product is unaffordable. Subsidized housing waitlists are years long. New construction rarely targets this segment because the financing stack is complex and the municipal process is slow. That complexity is the opportunity.
Ground-up multifamily in a target submarket with PILOT eligibility, proximity to transit and employment, and a viable path to LIHTC or ASPIRE program financing. Running construction through our own contracting arm keeps more of the construction margin inside the project. Municipal relationships support the entitlement and incentive process. Deal structured for LP equity + agency debt.
Senior debt: HUD/FHA or HMFA construction-to-perm. Equity: LP/GP structure, with terms set deal by deal. PILOT abatement reduces operating cost basis. LIHTC or ASPIRE tax credit equity reduces required LP cash. Construction margin captured where 3D self-performs. Total capitalization target: $6M–$18M per deal.
21–60 new workforce housing units. Long-term PILOT agreement with municipality. MBE/SBE certified developer with its own registered contracting arm. Community investment in a target submarket that has historically been underserved by outside capital. Asset held for 5–10 years, stabilized and refinanced.

Essex County (primary), Passaic County, Hudson County. Northern NJ focus only. We do not pursue deals outside our operational footprint.
21+ units minimum. Target total development cost: $6M–$18M. Smaller deals do not justify the transaction overhead of our incentive-driven approach.
PILOT, LIHTC, ASPIRE, or HUD/HMFA program eligibility is a deal entry requirement. Pure market-rate deals without an incentive path are evaluated on a case-by-case basis.
We pursue deals in municipalities where we have established relationships or a clear path to municipal cooperation. Entitlement risk is assessed before any capital commitment.
3D seeks to maintain an active construction role across its development portfolio. Delivery structures may include direct general contracting, joint ventures, and strategic construction partnerships depending on project scale, financing, bonding, and procurement requirements.
If you have a site, an off-market opportunity, or a municipal RFP in our target markets — reach out directly. We evaluate every serious submission.
